COTTESLOE’S NEW PLANNING SCHEME
The Minister for Planning recently announced the approval of the Town of Cottesloe new Planning Scheme No. 3 (LPS3). LSP3 will replace the Town’s existing Town Planning Scheme No. 2 (TPS2) which has been in operation since 1988.
The approval ends years of debate about building height along the Cottesloe foreshore. Under LPS3, buildings up to 5 storeys in height (21 metres) will be permitted along Marine Parade between Forrest and Eric Streets. Additional building height has been permitted at two selected sites – the Ocean Beach Hotel and Il Lido. These sites represents the northern and southern ‘book ends’ of the foreshore precinct. At the Ocean Beach Hotel, development up to 8 storeys (32 metres) will be permitted and at Il Lido, up to 6 storeys (24 metres) will be permitted.
Whilst building height along the foreshore has been the most publicised aspect of LPS3, other significant changes to the Scheme have also been made.
One of these changes is the method of calculating building height. The Town’s former TPS2 measured maximum building height from natural ground level at the centre of the site. Under LPS3, maximum building height is now measured from natural ground level at any point on a site, consistent with the methodology applied under the Residential Design Codes. This change has the potential to affect the design of new buildings on sloping sites.
Another significant change is the introduction of new provisions relating to the redevelopment of existing Grouped and Multiple Dwellings. The intent of these new provisions is to encourage the redevelopment of older building stock. Under LPS3, existing Grouped or Multiple Dwellings which exceed the density code shown on the Scheme Maps could, with the approval of the Town, be redeveloped at a higher density than that shown on the Scheme Map, equal to, but not exceeding the existing built density. These Dwellings may also be considered for additional building height to a maximum of one storey above the prevailing permissible building height for the locality.
